Californians urged to be ready for earthquakes

LOS ANGELES—Emergency response authorities on Thursday urged Californians to take earthquake preparedness seriously and plan on having to take care of themselves for up to 2 weeks in the event of a disaster.

The experts drew attention to the issue of personal readiness in advance of the October 21 "Great California ShakeOut," an annual statewide earthquake drill in which millions of people are expected to dive under desks and tables at the same time to practice the drop, cover and hold technique for surviving a temblor.

"During an earthquake is not the best time to be thinking, 'Wow, I should have been prepared,'" Dr. Paul Myers, a preparedness official with the American Red Cross, told a gathering at a Los Angeles County Fire Department training facility.

Fire Department Chief Deputy John Tripp also noted the day was the eve of the 23rd anniversary of the magnitude-5.9 Whittier Narrows earthquake, which killed 8 people and caused hundreds of millions of dollars in damage.

Philippines launches online disaster hotspots map

MANILA — The Philippines, battered by at least 20 typhoons a year and deadly landslides, has drawn up a map of its disaster zones, the country's environment minister said Wednesday.

The online geo-hazard map covers more than 1,600 municipalities nationwide, and will allow individuals, local governments and developers to check whether their properties are in danger zones, Environment Secretary Ramon Paje said.

"Everyone can just go to the website and check the hazards pertaining to their locality," Ramon Paje told reporters.

"It says there (in the map), what is the permanent danger zone, what is hazardous and what are the low-lying areas."

The online map has been in the works since about 2006 but the urgency of the task was made clear only after tropical storm Ketsana struck the Philippine capital a year ago, bringing massive flooding and landslides.


FEMA rejects disaster aid for San Bruno

The federal government has rejected the state's request for disaster aid for the deadly natural gas pipeline explosion in San Bruno.

The decision, an appeal of which is likely, means the state will not receive millions of dollars in disaster relief money to cover the costs of the calamity.

The Federal Emergency Management Agency (FEMA) determined the damage was "not of such severity and magnitude" as to overwhelm the state and local agencies that responded to the September 9 blast, according to the letter that Gov. Arnold Schwarzenegger received from the agency Friday. The letter goes on to say that help from other sources, including PG&E, will be enough to meet the needs of the event.

However, FEMA will reimburse the state for up to 75 % of the firefighting costs, agency spokesman Bradley Carroll wrote.

But San Bruno Mayor Jim Ruane, who testified before a Senate committee on pipeline safety Tuesday, said Schwarzenegger plans to appeal the decision. Ruane said he was surprised and disagreed with FEMA's conclusion that the city will be able to pay for the response and cleanup.
